The year 1939 was the peak of the movie art form in America. There have been other good years for film, but when you look at the ten nominees for Best Picture of 1939 (the 1940 Oscars), they are not only among the most popular films ever made, they are among the finest. Gone With the Wind was the winner, but every other film on the list is a classic, too. There were even some classics made that year that weren't nominated at all.
